You don't need a 4x4, just a regular car is fine, unless at the time you drive up the snow is particularly heavy. If it is then chains are normally sufficient and you can either buy them on the way or in Andorra, or rent them with your car, although renting can be more expensive than buying your own!
Driving from Barcelona the route is usually fine and if you're going to run into problems normally it's once you've got to Encamp or even closer to Soldeu, so if it's snowing heavily then stop in Andorra la Vella and buy some chains from a supermarket - can be as low as €10-12.
